Manajemen Sumber Daya

Direktur Rumah Sakit membuat keputusan terkait pengadaan dan penggunaan sumber daya dengan mempertimbangkan mutu dan keselamatan.

Maksud dan Tujuan

Direktur Rumah Sakit dapat membuat keputusan lebih baik bila mempunyai data sebagai dasar membuat keputusan. Sebagai contoh, jika rumah sakit ingin mengganti atau menambah pompa infus, informasi tidak hanya tentang harga, tetapi juga tentang persyaratan pemeliharaannya, pelatihan orangnya, informasi tentang kegagalaan fungsi, dan insiden keselamatan pasien terkait dengan pompa infus tersebut. Sama juga halnya, jika harus memutuskan tentang pengurangan atau memperkerjakan kembali seorang staf keperawatan, implikasi mutu dan keselamatan asuhan pasien  menjadi pertimbangan(periksajuga, KKS6). Direktur Rumah Sakit menetapkan proses mengumpulkan data dan informasi dalam pengadaan dalam jumlah besar serta rujukan informasi agar dapat dipastikan faktor mutu dan keselamatan pasien ada dalam informasi.

Satu komponen pengumpulan data yang dipakai membuat keputusan terkait sumber daya adalah memahami persyaratan atau yang direkomendasikan pada teknologi medik dan obat yang diperlukan untuk memberikan pelayanan. Rekomendasi dapat berasal dari pemerintah, organisasi profesi nasional atau internasional, atau dari sumber lain yang dapat dipercaya.

Berdasar atas hal tersebut di atas, rumah sakit perlu mempunyai regulasi yang mengatur pemilihan teknologi medik dan obat-obatan sebagai berikut:
  1. data dan informasi mengenai mutu serta implikasi keselamatan pasien dari penggunaan teknologi medik dan obat tersebut, jadi tidak hanya berdasar atasharga; 
  2. rekomendasi dari staf klinis rumah sakit atau pemerintah atau organisasi profesi nasional maupun internasional atau sumber lain yang akurat.
Jika pihak ketiga yang membuat keputusan, seperti Kementerian Kesehatan maka Direktur Rumah Sakit harus memberikan data dan informasi tersebut kepada pihak ketiga ini. Jika rumah sakit akan menggunakan teknologi medik dan atau obat yang masih bersifat “trial” baik secara nasional maupun internasional pada asuhan pasien maka rumah sakit harus menetapkan proses untuk mengkaji, kemudian menyetujui penggunaannya. Persetujuan ini harus diberikan sebelum teknologi maupun obat-obatan tersebut digunakan dalam asuhan pasien. Harus diputuskan apakah penggunaan teknologi medik dan atau obat-obatan tersebut membutuhkan persetujuan khusus dari pasien.
 
Rumah sakit perlu menyusun regulasi penggunaan teknologi medik dan obat baru yang masih dalam taraf uji coba (trial) sebagai berikut:
  • perlu melakukan kajian implikasi terhadap mutu dan keselamatan pasien dari pelaksanaan uji coba(trial) tersebut;
  • pelaksanaan uji coba (trial) dapat dilakukan bila persetujuan sudah keluar;
  • dalam melaksanakan uji coba (trial) membutuhkan persetujuan khusus dari pasien.
