Merumuskan Visi dan Misi Puskesmas

Suatu pagi yang tenang di ruang rapat Puskesmas, sekelompok tenaga kesehatan berkumpul. Di atas meja, berserakan dokumen rencana kerja, laporan cakupan program, dan draft akreditasi yang belum rampung. Tapi hari itu, bukan laporan yang dibahas. Kepala Puskesmas membuka pertemuan dengan pertanyaan sederhana namun mendalam:
"Kita ini sedang menuju ke mana?"

Pertanyaan itu menggantung di udara.

Dalam rutinitas harian yang sibuk—melayani pasien, menjalankan program, mencatat data, menyiapkan laporan—kadang kita lupa untuk berhenti sejenak dan melihat peta besar. Padahal, di balik semua kegiatan teknis itu, seharusnya ada satu arah yang memandu: visi dan misi.

Visi: Sebuah Impian untuk Masyarakat yang Lebih Sehat

Menyusun visi Puskesmas bukan soal membuat kalimat indah. Ini tentang menjawab satu pertanyaan penting: "Kondisi ideal seperti apa yang ingin kita wujudkan di masyarakat?"

Beberapa petugas mengangkat suara: mereka ingin masyarakat lebih sadar untuk periksa kesehatan sejak dini. Yang lain berharap tak ada lagi balita gizi buruk di dusun terpencil. Seorang bidan berkata, "Saya ingin ibu hamil di desa tidak perlu takut melahirkan karena jarak ke fasilitas."

Dari potongan-potongan harapan itu, perlahan-lahan mulai terbentuk sebuah gambaran:
Puskesmas sebagai pusat layanan yang merata, bermutu, dan membuat masyarakat mampu menjaga kesehatannya sendiri.

Itulah visi. Sebuah tujuan jauh di depan yang membuat semua langkah kecil terasa berarti.

Misi: Jalan yang Akan Ditempuh Bersama

Setelah tujuan ditetapkan, muncul pertanyaan berikutnya: "Bagaimana kita akan sampai ke sana?" Di sinilah misi berbicara.

Diskusi pun mengalir. Mereka menyadari bahwa misi mereka bukan hanya membuka layanan pengobatan, tapi mencegah masyarakat jatuh sakit sejak awal.
Bukan hanya menangani keluhan, tapi membangun kesadaran dan kebiasaan sehat.

Misi-misi pun mulai dirumuskan:

Memberikan pelayanan promotif dan preventif yang proaktif.

Menjangkau kelompok rentan melalui pendekatan keluarga.

Menguatkan jejaring kemitraan lintas sektor di wilayah kerja.

Mendorong partisipasi masyarakat dalam menjaga lingkungannya.

Semua sepakat, bahwa misi bukan hanya milik kepala Puskesmas atau tim manajemen—tetapi milik semua, dari dokter hingga petugas surveilans, dari bidan desa hingga kader posyandu.

Menjadikan Visi-Misi sebagai Panduan Hidup Organisasi

Ketika proses penyusunan selesai, ada semangat baru yang terasa. Visi dan misi bukan lagi tulisan di dinding atau lembar presentasi akreditasi. Ia menjadi cerita bersama, yang bisa dijadikan pegangan dalam pengambilan keputusan, evaluasi program, bahkan saat menghadapi krisis.

Setiap kegiatan kini bisa diuji: Apakah ini mendekatkan kita pada visi? Apakah ini sesuai dengan misi kita?

Dan mungkin itulah makna terdalam dari visi dan misi:
Menjadi cahaya kecil yang terus menyala, bahkan saat jalan menjadi gelap dan terjal.
