ORGANISASI STAF KLINIS DAN TANGGUNG JAWAB

Rumah sakit menetapkan struktur organisasi pelayanan medis, pelayanan keperawatan, dan pelayanan klinis lainnya secara efektif, lengkap dengan uraian tugas dan tanggung jawabnya.

Maksud dan Tujuan

Tata kelola klinik harus berjalan dengan baik di rumah sakit, karena itu selain terdapat pimpinan klinis, rumah sakit juga perlu membentuk Komite Medik dan Komite Keperawatan dengan tujuan dapat menjaga mutu, kompetensi, etik, dan disiplin para staf profesional tersebut.

Rumah sakit agar menetapkan lingkup pelayanan yang dikoordinasikan oleh pimpinan pelayanan medis, lingkup pelayanan yang dikoordinasikan oleh pimpinan pelayanan keperawatan, dan lingkup pelayanan yang dikoordinasikan oleh pimpinan penunjang medik. Kepala unit pelayanan dengan staf klinisnya mempunyai tanggung jawab khusus terhadap pasien di rumah sakit. Staf klinis yang ditempatkan di unit-unit pelayanan secara fungsi dikoordinasikan oleh para pimpinan pelayanan (kepala bidang/divisi).
 
Dalam melakukan koordinasi tersebut pimpinan pelayanan medis juga melakukan koordinasi dengan komite medis dan pimpinan keperawatan serta melakukan koordinasi dengan komite keperawatan sehingga unit pelayanan di bawah koordinasi para pimpinan klinis (kepala bidang/divisi pelayanan klinis) dapat mempunyai fungsi
  1. mendorong agar antarstaf profesional terjalin komunikasi yang baik;
  2. membuat rencana bersama dan menyusun kebijakan, panduan praktik klinik dan protokol, pathways, serta ketentuan sebagai panduan memberikan layanan klinik;
  3. menetapkan etik dan melaksanakan sesuai dengan profesinya masing- masing;
  4. mengawasi mutu asuhan pasien (periksa jugaTKRS10);
  5. Kepala unit pelayanan menetapkan struktur organisasi unit pelayanan untuk dapat melaksanakan tanggung jawabnya.
Secara umum struktur organisasi unit pelayanan yang ditetapkan
  • terdiri atas staf klinik yangrelevan;
  • didasarkan atas kepemilikan rumah sakit, misi, dan struktur organisasi rumah sakit;
  • sesuai dengan kompleksitas layanan rumah sakit dan jumlah staf profesional;
  • efektif melaksanakan 5 (lima) fungsi tersebut di paragraf terdahulu di Maksud dan Tujuan TKRS 8ini.
