Unit Pelayanan

Satu atau lebih individu yang kompeten ditetapkan sebagai kepala unit di setiap pelayanan di rumah sakit sesuai dengan peraturan perundang-undangan.

Maksud dan Tujuan TKRS

Pelayanan klinis, hasil asuhan klinis pasien, dan manajemen suatu rumah sakit secara keseluruhan dihasilkan dari kegiatan klinis dan manajerial tiap departemen serta unit pelayanan. Kinerja departemen atau unit pelayanan yang baik membutuhkan kepemimpinan yang jelas dari individu yang kompeten. Dalam departemen atau unit layanan yang lebih besar maka kepemimpinannya dapat dipisah-pisahkan. Dalam hal semacam itu maka tanggung jawab masing-masing didefinisikan secara tertulis. Sebagai contoh Departemen laboratorium, mempunyai kepala Departemen dan mempunyai kepala unit laboratorium patologi klinik, kepala unit laboratorium anatomi, laboratorium, dan lainnya. Kepala Departemen dalam standar ini untuk selanjutnya disebut Koordinator Pelayanan.

Tiap koordinator dan kepala unit pelayanan melakukan identifikasi kebutuhan sumber daya manusia dan sumber daya lainnya serta mengusulkan kepada direksi rumah sakit. Hal ini dilakukan untuk memastikan bahwa staf, ruang, peralatan,dan sumber daya lainnya tersedia memadai setiap saat untuk memenuhi kebutuhan pasien. Meskipun para Koordinator Pelayanan atau Kepala Unit Pelayanan telah membuat rekomendasi atau usulan mengenai kebutuhansumber daya manusia dan sumber daya lainnya, kebutuhan tersebut kadang-kadang berubah atau tidak terpenuhi. Karena itu, Koordiantor pelayanan/Kepala unit pelayanan harus memiliki proses untuk merespons kekurangan sumber daya supaya pelayanan di unit pelayanan tetap aman dan efektif terjamin mutunya bagi semua pasien.

Koordinator pelayanan dan unit layanan mempertimbangkan pelayanan yang diberikan dan direncanakan oleh departemen atau unit layanan tersebut serta pendidikan, keahlian, pengetahuan, dan pengalaman yang diperlukan oleh staf profesional dari departemen tersebut dalam melakukan pelayanan. Koordinator pelayanan dan unit layanan menyusun kriteria yang mencerminkan pertimbangan ini dan kemudian memilih staf berdasar atas kriteria tersebut. Pemimpin departemen dan unit layanan juga dapat bekerja sama dengan departemen sumber daya manusia dan departemen lainnya dalam proses seleksi berdasar atas rekomendasi mereka.

  1. Setiap unit pelayanan telah mempunyai pedoman pelayanan yang menguraikan pelayanan saat ini dan program kerja yang menguraikan pelayanan yang direncanakan dan mengatur pengetahuan serta keterampilan staf klinis yang melakukan asesmen pasien dan kebutuhan pasien.(R)
  2. Rumah sakit mempunyai regulasi untuk unit pelayanan yang mengatur format dan isi yang seragam untuk dokumen perencanaan.(R)
  3. Kepala unit pelayanan telah menggunakan format dan isi yang seragam untuk dokumen perencanaan.(D,O,W)
  4. Rumah sakit mempunyai regulasi yang mengatur sistem pengaduan pelayanan di unit pelayanan.(R)
  5. Pengetahuan dan ketrampilan staf klinis di unit pelayanan telah sesuai dengan regulasi. (D,W)
