Hak Pasien Dan Keluarga (HPK)

Pasien dan keluarganya adalah pribadi yang unik dengan sifat, sikap, perilaku yang berbeda-beda, kebutuhan pribadi, agama, keyakinan, dan nilai-nilai pribadi.

Rumah sakit membangun kepercayaan dan komunikasi terbuka dengan pasien untuk memahami dan melindungi nilai budaya, psikososial, serta nilai spiritual setiap pasien.

Hasil pelayanan pada pasien akan meningkat bila pasien dan keluarga yang tepat atau mereka yang berhak mengambil keputusan diikutsertakan dalam pengambilan keputusan pelayanan dan proses yang sesuai dengan harapan, nilai, serta budaya.

Untuk mengoptimalkan hak pasien dalam pemberian pelayanan yang berfokus pada pasien dimulai dengan menetapkan hak tersebut, kemudian melakukan edukasi pada pasien serta staf tentang hak dan kewajiban tersebut. Para pasien diberi informasi tentang hak dan kewajiban mereka dan bagaimana harus bersikap. Para staf dididik untuk mengerti dan menghormati kepercayaan, nilai-nilai pasien, dan memberikan pelayanan dengan penuh perhatian serta hormat guna menjaga martabat dan nilai diri pasien.

Dikemukakan proses-proses untuk

  1. melakukan identifikasi, melindungi, dan mengoptimalkan hak pasien;
  2. memberitahu pasien tentang hak mereka;
  3. melibatkan keluarga pasien bila kondisi memungkinkan dalam pengambilan   keputusan tentang pelayanan pasien;
  4. mendapatkan persetujuan tindakan (informedconsent);
  5. mendidik staf tentang hak dan kewajibanpasien.

Bagaimana proses asuhan dilaksanakan di rumah sakit sesuai dengan peraturan dan perundang-undangan, konvensi international, dan perjanjian atau persetujuan tentang hak asasi manusia yang disahkan oleh pemerintah.

Proses ini berkaitan dengan bagaimana rumah sakit menyediakan pelayanan kesehatan dengan cara yang wajar yang sesuai dengan kerangka pelayanan kesehatan dan mekanisme pembiayaan pelayanan kesehatan yang berlaku. Bab ini juga berisi hak dan kewajiban pasien dan keluarganya serta berkaitan dengan penelitian klinis (clinical trial) dan donasi, juga transplantasi organ serta jaringan tubuh.
