Pemberian Pelayanan Untuk Semua Pasien

Rumah sakit menetapkan regulasi untuk pemberian asuhan yang seragam kepada pasien.
Dipandu oleh regulasi yang menghasilkan pelayanan yang seragam. Sebagai tambahan, pimpinan harus menjamin bahwa rumah sakit menyediakan tingkat Pasien dengan masalah kesehatan dan kebutuhan pelayanan yang sama berhak mendapat  kualitas asuhan yang sama di rumah sakit. Untuk melaksanakan prinsip kualitas asuhan yang setingkat mengharuskan pimpinan merencanakan dan mengoordinasi pelayanan pasien. Secara  khusus, pelayanan yang diberikan kepada populasi pasien yang sama pada berbagai unit kerja kualitas asuhan yang sama setiap hari dalam seminggu dan pada setiap shift. Regulasi tersebut harus sesuai dengan peraturan perundang-undangan yang berlaku yang membentuk proses pelayanan pasien dan dikembangkan secara kolaboratif.

Asuhan pasien yang seragam terefleksi sebagai berikut:

  • akses untuk asuhan dan pengobatan yang memadai dan diberikan oleh PPA yang kompeten tidak bergantung pada hari setiap minggu atau waktunya setiap hari(“3-24-7”);
  • penggunaan alokasi sumber daya yang sama, antara lain staf klinis dan pemeriksaan diagnostik untuk memenuhi kebutuhan pasien pada populasi yang sama;
  • pemberian asuhan yang diberikan kepada pasien, contoh pelayanan anestesi sama di semua unit pelayanan di rumah sakit;
  • pasien dengan kebutuhan asuhan keperawatan yang sama menerima asuhan keperawatan yang setara di seluruh rumah sakit;
  •  penerapan serta penggunaan regulasi dan form dalam bidang klinis antara lain metode asesmen IAR (Informasi, Analisis, Rencana), form asesmen awal- asesmen ulang, PPK, alur klinis terintegrasi/clinical pathway, pedoman manajemen nyeri, dan regulasi untuk berbagai tindakan antara lain water sealed drainage, pemberian transfusi darah, biopsi ginjal, pungsi lumbal,dsb.

Asuhan pasien yang seragam menghasilkan penggunaan sumber daya secara efisien dan memungkinkan membuat evaluasi hasil asuhan (outcome) untuk asuhan yang sama di seluruh rumah sakit.

Elemen Penilaian PAP1

  1. Rumah sakit menetapkan regulasi bagi pimpinan unit pelayanan untuk bekerja sama memberikan proses asuhan seragam dan mengacu pada peraturan perundang-undangan yang berlaku.(R)
  2. Asuhan seragam diberikan sesuai persyaratan sesuai butir a) sampai dengan e) pada maksud dan tujuan PAP 1. (D,W)
