pelayanan obstetri dan neonatal komprehensif (PONEK)

Angka Kematian Ibu (AKI) dan Angka Kematian Bayi (AKB) di Indonesia masih tertinggi diantara negara-negara ASEAN. Sebenarnya sudah terdapat penurunan angka AKI dan AKB, tetapi penurunan itu masih relatif lambat. AKI dari 390/100.000 Kelahiran Hidup (SDKI 1994) menjadi 228/100.000 KH (SDKI 2007), untuk AKB 68/1000 KH (SDKI 1991) menjadi 34/1000   KH (SDKI 2007). Penyebab utama kematian bayi di Indonesia tidak berbeda dengan negara berkembang lainnya, yaitu kematian neonatal yang sangat dipengaruhi oleh kondisi ibu saat hamil, persalinan serta perawatan neonatal. Salah satu penyebab lambatnya penurunan kematian ibu dan neonatal adalah adanya hambatan kemudahaan akses mendapatkan pelayanan kegawatdaruratan maternal dan neonatal baik dari segi pembiayaan, waktu maupun jarak. 
 
Kebijakan  Kementerian  Kesehatan  untuk mengatasi hambatan  tersebut di atas adalah  dengan menjamin semua pelayanan maternal dan neonatal dalam sistem jaminan kesehatan, penempatan tenaga kesehatan strategis, pemenuhan peralatan medis dan obat-obatan, biaya operasional kesehatan, ketersediaan pedoman dan standar pelayanan serta supervisi fasilitatif dll. Keberhasilan implementasi dari kebijakan ini tentunya harus didukung oleh semua stakeholder terkait, peran pemerintah daerah bahkan dukungan lintas sektor serta peran swasta. 
 
Dengan adanya pelayanan obstetri dan neonatal dasar (PONED) di tingkat puskesmas dan pelayanan obstetri dan neonatal komprehensif (PONEK) di tingkat rumah sakit, diharapkan dapat mempercepat penurunan kematian dan peningkatan kualitas hidup maternal dan neonatal.
